Our Overall Objectives:

The overall objectives and targets of MIM Vlora are in compliance with the Integrated Waste Management Strategic Policy and National Plan and the EU Waste Hierarchy. The waste hierarchy illustrates the ideal waste management, where most of the waste is prevented, re-used, recycled or recovered and only waste, which cannot be processed differently is disposed on landfills. Currently, the desired pyramid is upside-down and needs to be turned around with all measure still environmentally sound and affordable. This safe disposal is the base for a successful and more sustainable waste management in the Vlora Region.

Waste streams originating from the service area shall be channelled in such a way that

  • composting and recycling shall decrease the amount of waste materials entering the landfill, thus extending the lifespan of final disposal facilities;
  • disposal of organic materials is minimized on the landfill in order to reduce greenhouse (methane) gas emission and leachate, but instead, creates rich, natural soil which can be used as manure in agriculture;
  • proper separation and sorting of recyclables will save natural resources and generate potential revenues from sales and will save also cost of landfill operations.

To ensure that the business is efficient and effective in delivering its outcomes, a clear Governance Framework is valid for all business processes and operating units. This framework ensures appropriate performance with clear guidelines so that the personnel understand their specific roles and responsibilities. In more particular, our objectives are the following:

  • To recruit, employ and manage human resources and provide continuous staff training at all levels in the organisation.
  • To create an engaged and high performing team culture with the aim to have the right people in the right quantity with the right skills and knowledge to deliver on the mission.
  • To provide an environment and a culture with an aspiration to achieve zero harm to our employees and contractors.
  • To establish a reliable information system on waste streams and input-output balances of waste being processed at the Compost Plant, Material Recovery Facility and Sanitary Landfill Site
  • To establish a performance-oriented financial management system with sound budgeting, cost and revenue accounting and control mechanism.

To introduce a Risk Magement Farmework necessary for the effective control and management of risks associated with the operation of the business. This covers

  • workplace and health safety measures to mitigate accidents or incidents leading to injury of staff or other persons on site;
  • ground water gas emission monitoring to mitigate incidents causing release of unlicensed contaminants to the receiving environment;
  • medium and long-term financial plan to determining necessary re-investment in infrastructure and replacement of plan equipment to avoid constraints and/or breakdown of operational performance.
