The Statute of the Public Municipal Waste Management Enterprise of the Northern Region of Vlorë and its establishment was approved by Vlorë Municipal Council with decision no. 36 dated 28.03.2019. It is based on Law no. 139/2015, dated 17.12.2015 “On Local Self-Government”.
The enterprise is organizationally and administratively managed as a separate entity and has its own tax identification number, under the Municipality of Vlorë.
The Municipal Council is the highest decision-making body, which is entitled to approve changes to the Statute, the enterprise policies, annual budget, revenues, expenditures and salaries, as well as the service charging system, provision of municipal loans or other loan agreements for amounts higher than ALL 10,000,000.
The other decision-making body is the Mayor, who oversees the activity of the enterprise and nominates or dismisses the Steering Committee members, including the Director of the MIM Vlorë.
The Steering Committee is a collegial body, that performs the leading activities including technical functions of the WME. It consists of 5 members, nominated for a 4-year term, including the Director and other technical executive staff of the enterprise. Steering Committee meetings are held at least once per month, where decisions can be taken about:
- creating and closing branches of WME;
- settling the general conditions for staff hiring and termination of employment;
- leasing and sale of the devices owned by the WME in case the value exceeds ALL 1 million;
- sale of moveable and immovable assets of the WME, in case the value is less than ALL 5 million;
- establishment of the internal regulations related to the general employment conditions;
- approval of the annual accounts and the yearly report for the economic and financial performance of the WME;
- decisions with regard to the initiation or settlement of a legal issue.

The Enterprise Director is responsible for the technical and administrative organization and functioning of the enterprise. They implement the approved annual budget and other decisions made by the Municipal Council and the Steering Committee and follows the instructions of the Mayor. The Director has to ensure good economic and financial running of the enterprise according to commercial principles and decide on important matters within the given value limitations.
Financial performance management and accounting of the Enterprise is realized according to the applicable legal provisions for state enterprises. MIM Vlorë is registered at the Tax Directorate and operates through the Treasury Branch. The economic plan of the Enterprise is made available before preparation of the municipal budget for the next fiscal year to allow assessment and approval by the Mayor and the Municipal Council.
